Its the lack of domestic competition that has dragged them backwards. Every decent test nation rides upon the back of their domestic infrastructure. Because of the lack of decent domestic competition the fans will not come to watch. No fans means no money and little to offer players on a contractual basis. Its a catch 22 situation and there seems to be no short term solution in sight.
